Assam police on ‘encounter spree’, NHRC told

Delhi-based advocate from Assam lodges criticism concerning small-time criminals being shot whereas making an attempt to price from police custody snatching pistols.
A Delhi-based advocate from Assam has lodged a criticism with the National Human Rights Commission (NHRC) towards the Assam police “on an encounter spree” for the reason that Himanta Biswa Sarma-led authorities took cost two months in the past.
In his criticism on July 10, Arif Jwadder stated alleged small-time criminals have been being shot and the rationale cited for such “fake encounters” was that they tried to “flee from police custody snatching pistols”.
More than 20 such encounters had taken place and many of the individuals on the receiving finish have been alleged drug sellers and cattle smugglers with just a few having died on the spot, he stated.
“Very recently, Assam Chief Minister stated in a police conference that police should shoot at alleged criminals at legs which are permitted by law. After such a statement by Chief Minister, now police are staging fake encounters with impunity,” Mr. Jwadder stated.
He listed 10 instances of encounters the place the alleged criminals have been both killed or injured. They embody Bubu Konwar, needed for a number of crimes together with homicide, and sacked Railway Protection Special Force sub-inspector Kanwaldeep Singh Sidhu needed for abducting a businessman. They have been gunned down on May 23 and July 3.
Alleged cattle smugglers Shah Jamal, Mozammil Haque and Sorangi Chinnai have been shot within the leg between May 31 and July 2. Alleged drug seller Jaitul Kabir and Syed Ali, a 65-year-old arrested for rape and homicide of a minor, met an analogous destiny on May 31 and July 2 respectively.
“All the injured or dead persons are/were not militants and hence not trained to use pistols and it is very unlikely that they could use the pistols after snatching them from the police who outnumbered them and were heavily armed,” Mr. Jwadder stated.
“It also cannot be believed that the petty criminals could snatch a pistol from a trained police officer whose pistols/guns are normally tied to the waist belt. It also cannot be believed that any Army or police officer could not stop the alleged criminals from fleeing from custody,” he added.
Requesting the NHRC to take cognisance of such instances, Mr. Jwadder stated the actions of the Assam police have been denying the rights of the alleged criminals to a good trial.
