Kerala plans legislation for domestic workers

The State authorities is planning to enact a bit of legislation for domestic workers to manage their work, phrases of employment and social safety.
The draft Bill has been despatched to the Law Department for vetting.

Contract
The Bill mandates a contract between employers or companies and domestic workers, even for part-time work. Their working hours shouldn’t exceed eight hours and they need to be allowed a break day in every week. Pending wages shouldn’t exceed a month. For grievance redressal, the Deputy Labour Commissioner may be approached. “Those who fail to comply with the provisions will be penalised,” she says.
To guarantee social safety of the workers, they are going to be registered with the Unorganised Workers’ Social Security Board. More efforts shall be made to extend consciousness about registering with the board in order that domestic workers might make use of the advantages.
Inspections
The Labour Department will conduct inspections at homes to make sure compliance with the employer-employee contract phrases.
To plug employee exploitation by non-public companies, contracts between the companies and workers will change into obligatory. The companies can even have to register with the federal government, says Ms. Chithra.
